Social value is a critical consideration for the public sector because it ensures that public spending delivers not just economic benefits but also broader positive impacts on society, the environment, and local communities. This approach reflects a shift toward more sustainable and inclusive practices in public service delivery.

By embedding social value, public sector organisations can deliver value beyond the direct cost or quality of a service and help to address broader societal challenges, such as inequality, unemployment, and environmental sustainability, creating better outcomes for communities. Embedding social value in decision-making fosters creativity and innovation resulting in new approaches to public service challenges.

This is reinforced by the Public Services (Social Value) Act 2012 which requires public sector organisations in England and Wales to consider how procurement activities can deliver social, economic, and environmental benefits, ensuring that public funds create additional value for society.

Social value policies create enduring benefits by addressing root causes of societal issues, leading to healthier communities, more resilient local economies and reduced reliance on public services over time.
