System Leadership Behaviours Framework
Our System Leadership Behaviours Framework was developed following a significant system-wide piece of research. The research was undertaken and tested with a range of cross-sector colleagues, resulting in a deeper understanding of the behaviours needed to enable effective system leadership across the public sector.
The approach enabled the exploration of what different kinds of system leadership might look like, acknowledging the scale, diversity and complexity of the system, as well as the importance of collaboration and co-creation.
Which behaviours were identified?
The research identified 4 overarching themes, each underpinned by a series of supporting behaviours in a System Leadership Behaviours Framework.
Indicators
Behaviours within the framework are brought to life by a set of indicators demonstrating the kinds of behaviours that enable or obstruct effective system leadership.
The positive and negative indicators are designed to provoke insights around the leadership behaviours required to lead and work effectively in the system landscape of public sector. The indicators can support a user to explore where their key strengths and development areas might be. This can be utilised as preparation for appraisals, coaching or other developmental conversations.

Based on the System Leadership Behaviours Framework, the conversation cards have been designed as a practical development tool. This set of 13 double-sided cards is categorised and colour-coded by a theme from the framework. The aim is to help users consider how the behaviour plays out from an individual, organisational and system perspective.
On each of the cards, there is…
- A description of a key leadership behaviour on the front.
- 3 questions on the back to support conversation and prompt self-reflection, in the context of system working.

System Leadership Behaviours Self-Assessment

The System Leadership Behaviours Self-Assessment has been designed as a multi-functional development tool to support all leaders working across a system or place-based environment. It only takes 35 minutes to complete, and leaders are encouraged to retake the assessment periodically to track progress.
